In the context of manufacturing or software development, Quality Assurance (QA) typically comes before Quality Control (QC).

- Quality Assurance (QA) is a proactive process that focuses on ensuring the quality of the processes used to create a product. It involves establishing standards, procedures, and methodologies to prevent defects and ensure quality from the outset.

- Quality Control (QC) is a reactive process that involves inspecting the final product to identify defects or issues. It focuses on verifying that the product meets the required quality standards.

Therefore, QA is implemented first to set up the processes that will lead to a high-quality product, while QC follows to ensure that the final product meets those quality standards.
